There was a dirty cop out to get Shaundam. Either he had to pay cash to conduct his business on the streets and if the cash wasn't on time well then he had to give the police something else.
Shaundam was able to buy himself some time, but unfortunately being in the right place at the wrong time landed him in jail, and just his luck the booking officer was Officer Fellatio so they were able to make a deal.
